Is it possible to use best practice to implement ITIL??
It is best practice to test any change in a development/ safe environment prior to implementation. The development environment should simulate the production environment so that the impact of the change can be accurately assessed. But how many IT organisations have a second development IT Organisation? They may have a development environment within the IT Organisation but this is different.
In practice most organisations introduce their ITIL solution direct into the live organisation. As well as the obvious risks of no development testing this approach by its nature temporarily breaks processes. The same applies to re orgs and process improvement changes.
This dilemma is partially answered with the ITIL v3 Service Transition organisation where a control point is established to qualify any new services or service changes to the live organisation.
So is it possible for an ITIL v2 organisation to upgrade to ITIL v3 without breaching its own guidelines?
